americans, including the u.s. ambassador to libya. our nbc reporter is in benghazi as police close in on the consulate attackers. >> reporter: a team of fbi investigators has arrived here in benghazi. they're gogt to now begin sifting through the rebel and ashes at the u.s. consulate to identify any clues or evidence that may help them in identifying who is behind the attack that killed the u.s. ambassador and three other americans. we also understand that the libyan government for their part is cooperating with the u.s. intelligence agencies and other agencies involved in the investigation. the libyan government believes that this was a preplanned attack, that this was not a spontaneous outburst of violence as some have suggested. so far they have four individuals in their custody. they say several more are under surveillance. they are trying to see whether these individuals have any important information that can benefit the american investigation. meanwhile, u.s. intelligence assets including unmanned aerial drones are keeping an eye above the skies of benghazi and eavesdropping

capital of tripoli to honor the four americans killed in an attack on the u.s. consulate in benghazi. they will be holding a memorial service momentarily for u.s. ambassador chris stevens, former navy seals glen dougherty and tyrone woods, and information officer sean smith. officials believe the four men were killed by radical islamic insurgents who used a protest over an anti-muslim film as a diversion to attack the consulate. ala gorani has more on the kinds of concerns that ambassador stevens apparently had about his personal security or the security of his fellow comrades there. >> right, and of american interests in eastern libya and other parts of libya as well. you know, all the way back in june of this year a senior libyan official was already telling cnn that u.s. drones were flying over suspected jihady camps, that this was already a cause for concern. according to the libyan official, and this is something, again, that was said a few months ago back in june long before this attack on the u.s. consulate that there are 200 to 300 men under the control of radical islamist co

on benghazi, libya, tuesday. ambassador chris stevens, former navy s.e.a.l.s chris woods and glen doherty were killed in that attack along with sean smith. not long after the attack reports surfaced that it might have been the premeditated work of a radical islamic group retaliating for an american drone strike which had killed an al qaeda command leader. libyan officials said they had taken four men into custody in connection with the attack. they also said they thought the attack was meant to drive a wedge between americans and libyans. this may be true. but even with all that has happened in libya, the bigger challenge for the obama administration may be with what's taking place in egypt. where even before the attack on the u.s. consulate in libya protestors stormed the embassy in cairo and tore down the american flag. egyptian president muhammad morsi did not issue a statement until 24 hours afterwards. although he condemned the attack, he condemned the anti-muslim film. he even asked president obama to, quote, put an end to such behavior. president morsi's initial failure to come out with

there was no significant or sizable demonstration when the attacks unfolded sometime after 9:35 p.m. in benghazi on 9/11. in simple terms this was not an ongoing demonstration that spiraled out of control. quote, there was no protests and attacks were not spontaneous the intelligence source said. the libyan attack was planned and had nothing to do with the movie. according to fox news's official a u.s. official did not dispute the account and talked about at small demonstration this consulate as how many separated the attack in the even u.s. official could not say adding it part of the investigation. quote, while everything is still under investigation, the available information suggests that the protests in cairo inspired what the attackers decided to do later that night in benghazi. right now this points to a plan that was hatched opportunisticly on that day. while the libyan government as well was senior members of congress briefed on the attack call it terrorism and they say it was premeditated the state department spokeswoman would still not go that far. >> again i'm not going to put labels on t
